                         Buckland Investments plc

Pursuant to the Companies Act 1985, on behalf of City Equities Limited I hereby
make a declaration of our shareholding in Buckland Investments plc.

In the recent Placing, City Equities purchased 15,000,000 New Ordinary Shares in
Buckland Investments plc, representing approximately 13.18% of the enlarged
issued share capital.

Having sold 7,720,000 of Buckland Investments plc shares to certain of our
private clients, acting as Principal, as at the close of business on 6 March
2002, City Equities Limited held 7,280,000 Ordinary Shares, representing
approximately 6.40 per cent. of the Enlarged Issued Share Capital.
