AFR, the international commercial architects, confirms that as at 28 February
2007 the Company's Issued Share Capital is 145,618,693 Ordinary Shares of 1
pence each. No Ordinary Shares are held in treasury. Therefore, the total number
of voting rights in the Company is 145,618,693.

The above figures may be used by shareholders in determining whether they are
