Balfour Beatty PLC 9 July 2002 BOARD APPOINTMENTS AT BALFOUR BEATTY PLC Balfour Beatty, the international engineering, construction and services Group announces today, three Board appointments. As a result of Balfour Beatty's substantial growth in size and scope in the recent past and the Group's determination to continue to build shareholder value, the new post of Chief Operating Officer has been created, reporting to Mike Welton, Group Chief Executive. Mr Welton will retain overall responsibility for all aspects of the Group's activities. Ian Tyler, currently Finance Director of Balfour Beatty, is appointed Chief Operating Officer with effect from August 14, 2002. Mr Tyler, who is 42, joined Balfour Beatty in 1996 from the Hanson Group where he was Finance Director of ARC, having previously been Hanson's Group Financial Controller. He will be succeeded as Finance Director by Anthony Rabin, currently Managing Director of Balfour Beatty Capital Projects, the arm of the Group responsible for the development and management of its privately financed concession operations. Mr Rabin, who is 46, is qualified as both a chartered accountant and a barrister. He becomes a director with immediate effect. Three Group Managing Directors who are responsible for the executive management of the Group's operating businesses will report to Ian Tyler. Jim Cohen who is responsible for Rail Engineering and Services and Investments and Developments and Malcolm Eckersall who is responsible for Civil and Specialist Engineering and Services are already in post and members of the main Board. Alistair Wivell is appointed to the Board as Group Managing Director with responsibility for Building, Building Management and Services. He will take up his new executive responsibilities on 14 August 2002. In this capacity he succeeds Paul Lester who left the Company at the end of June. Mr Wivell, who is 57, was previously Managing Director of Balfour Beatty Construction Limited. He is a civil engineer and joined Balfour Beatty in 1966. Anthony Rabin has been responsible for Balfour Beatty's Capital Projects business, which bids for and manages PPP concessions, since 1995. Prior to joining Balfour Beatty, Mr Rabin was a partner at Coopers and Lybrand and before that a senior assistant director at Morgan Grenfell. 2. Alistair Wivell was responsible for Balfour Beatty Construction Limited, the Group's £500 million turnover UK building and regional engineering business from 1990 to early in 2002. Over the last 3 months he has been responsible for determining the appropriate management structure for the Group's regional, specialist and major projects engineering businesses. 3. Consequential Management Appointments Balfour Beatty Major Projects and the UK Regional Civil Engineering Business will now be managed by Brian Osborne (49) who will implement and manage the changes which Alistair Wivell has set in hand. Mr Osborne has been with the Company since 1973. He will report to Malcolm Eckersall. Ian Rylatt (37) will succeed Anthony Rabin as Managing Director of Balfour Beatty Capital Projects. He has been with Balfour Beatty Capital Projects since 1998, latterly as Director of Infrastructure and Project Finance, with the development of the LUL PPP concessions under negotiation through Metronet as a major responsibility.
