Circular 11-28 of the Mexican Comision Nacional Bancaria y de Valores is evoked
in this report.

We communicate, according to the 7th disposition of the mentioned Circular, that
Grupo Financiero Bancomer, S.A. de C.V. and Grupo Financiero BBV Probursa, S.A.
de C.V. are discussing the development of a programme of alliances and
capitalization with the proposal to subject it, in its case, to the shareholders
of both companies and to the Mexican authorities.

The relevant events derived from the discussions will be properly communicated,
in its case, to the markets.
