               SECOND INTERIM DIVIDEND OF THE YEAR 2000

The Board of Directors of Banco Bilbao Vizcaya Argentaria, S.A. in its meeting
held on June 23 of 2000, has agreed to pay the second amount correspondent to
the interim dividend of the year 2000, to all the shares that integrate the
stock capital (3,152,563,099), in the following way:

     The perception of the dividend will be carried out through the entities    
    members of the Servicio de Compensacion y Liquidacion de Valores, the       
   clearance and settlement service in Spain.
