FIRST INTERIM DIVIDEND FOR YEAR 2000

Banco Bilbao Vizcaya Argentaria, S.A. approved the distribution, to all the
shares that make the capital (2,930,598,062), of the first interim dividend for
year 2000, in the following manner:


GROSS DIVIDEND
0.06 euros per share.

WITHOLDING TAX RATE
The witholding tax rate are:
for residents, 18%.
for non-residents, 25%

PAYMENT DATE
The 24th of April of 2000.

PAYMENT PROCEDURE
The dividend perception will be carried out through the organizations members of
the Servicio de Compensacion y Liquidacion de Valores (SCLV), the security
settlement service of Spain.

This resolution will be announced the 16th of April 2000 on the newspapers.
