BARCLAYS APPOINTS GRAHAM WALLACE AS NON-EXECUTIVE DIRECTOR



Graham Wallace has today joined the boards of Barclays PLC and Barclays Bank
PLC as a non-executive director.



Mr. Wallace is Chief Executive of Cable and Wireless plc, the global
telecommunications group. He joined Cable & Wireless in 1997 following a
career at Granada Group and, previously, at Rank Xerox, the international arm
of Xerox.



Sir Peter Middleton, Barclays Chairman, said: 'It is excellent news that
Graham is joining our Board. His experience will bring a valuable global
perspective to the Group.'

Notes:

Mr Wallace has been Chief Executive of Cable and Wireless plc since February
1999, having previously been Chief Executive of Cable & Wireless
Communications plc and a member of the Cable and Wireless plc Management Board
since February 1997. He was appointed a Director of Cable and Wireless plc in
September 1998.



He was appointed to the board of Granada as Finance Director in 1989 and then
held a variety of general management positions at board level.



Mr Wallace has an engineering degree from Imperial College and is a Fellow of
The Chartered Institute of Management Accountants.
