Files a Preliminary Prospectus for Series 2 Preference Shares

TORONTO, CANADA -- Canadian General Investments, Limited announced today that it
has filed a preliminary prospectus with certain regulatory authorities in Canada
for a public offering of $75 million, ten year 4.65% Cumulative Redeemable Class
A Preference Shares, Series 2. The offering is being underwritten by a syndicate
led by TD Securities Inc. and is expected to close on or about November 4, 2003.

Canadian General Investments, Limited, established in 1930, is one of Canada's
largest closed-end investment companies with portfolio assets of approximately
$420 million.
