                                  ANNOUNCEMENT

The Company announces that the extraordinary general meeting of the Company has
been postponed to the date of the annual general meeting of the Company.

Reference is made to the notice of the extraordinary general meeting ('EGM') of
Beijing Datang Power Generation Company Limited (the 'Company') dated 3 March
2003. The board of directors of the Company hereby announce that the EGM
originally scheduled to be held on 22 April 2003 to consider and approve the
amendments to the articles of association of the Company, has been postponed to
the date of the annual general meeting of the Company for the year 2002 ('AGM')
where such amendments to the articles of association of the Company will be
considered, and if thought fit, approved at the AGM. The date of the AGM will
further be announced by the Company.
