                         Appointment of Project Manager


To support the Company's proposed rapid development of its Ukrainian gas project
over the next two years, the Company is pleased to announce the appointment of
Mr Mark Eckerle as Project Manager of Ukraine Operations, effective 1 January
2003.  Mr Eckerle, a Canadian resident and USA national, is a qualified
Petroleum Geologist and Petroleum Engineer, and brings over 20 years of oil and
gas experience to the company, including 12 years with major oil companies in
the USA and 8 years with joint venture operations in Russia, Turkmenistan and
Kazakstan.
