             Appointment and Resignation of Non-executive Directors


Regal is pleased to announce the appointment of Lord St John of Bletso as a
Non-executive Director of Regal with immediate effect.

Lord St John of Bletso (aged 46) is a qualified solicitor with a Masters in
Maritime Law and is a Crossbench Member of the House of Lords and a Member of
the House of Lords European Union Sub-committee A on Trade Finance and Foreign
Affairs.  Lord St John is currently the Non-executive Chairman of Estate and
General and Chairman of the Governing Board of Certification International.  He
is the former Managing Director of Globix UK and was formerly a Non-executive
Director of WMRC plc and Pecaso Ltd.  He is currently retained as a consultant
to Merrill Lynch, specialising in parliamentary liaison and emerging markets,
and a consultant to Globix UK, a global internet service provider.  Lord St John
was previously employed as an oil analyst with Fielding Newson and Smith and as
an oil salesman with County NatWest Securities.

Regal announces that Frank Wheatley has resigned as a director of Regal,
effective 29 September 2003.  The Board of Directors expresses its appreciation
to Mr Wheatley for his valued contribution to Regal during his appointment.

The Board of Regal now comprises of the following directors:

- Mr Frank Timis (Executive Chairman)

- Mr Guenter Nolte (Chief Executive Officer)

- Mr Glenn Featherby (Finance Director)

- Mr Bill Humphries (Non-executive Director)

- Lord St John of Bletso (Non-executive Director)


There are no other disclosures to be made in respect of the appointment of Lord
St John of Bletso under paragraph 15 of the AIM Rules.
