                                Ukrainian Update


Regal advises that in respect of the ongoing legal dispute regarding the
validity of the Company's production licences in Ukraine, Regal has obtained an
injunction order prohibiting the Ministry of Environmental Protection ('MEP')
from taking any actions in relation to such production licences.


Regal is currently conferring with its Ukrainian legal advisers regarding
further legal action to establish the legality of its licences but in the
meantime has obtained an injunction order prohibiting the MEP from taking any
actions in relation to such production licences, including any actions with
regard to the annulment of such production licences or the creation of any other
licences over the licence areas.


The Company continues to be advised by its legal advisers in Ukraine that the
Company was awarded its licences in accordance with applicable rules, standards
and legislation of Ukraine.
