Change of Manager, Board and Company Name


Further to the announcement by the Company dated 2 July 2004 and the passing by
shareholders of the Special Resolution at the Extraordinary General Meeting held
on 26 July 2004, the Board is pleased to announce that the matters contemplated
within the Special Resolution were completed on 30 July 2004.


As a result, VCF LLP has been appointed to act as Manager to the Company, Sir
David Cooksey and Sir Peter Williams have resigned from the Board and Messrs
Peter Dicks and Bernard Fairman have been appointed as directors.  The name of
the Company has been changed to Foresight 4 VCT plc.
