ITIS ENTERS INTO AGREEMENT WITH DELCAN FOR DELIVERY OF CFVDTM TECHNOLOGY ACROSS
NORTH AMERICA
ITIS Holdings plc ('ITIS') is pleased to announce that it has entered into a new
agreement with Delcan•NET Inc. ('Delcan'), a US based provider of transportation
management and traveller information systems, to accelerate the delivery of
Cellular Floating Vehicle Data ('CFVDTM') traffic flow management projects to
public agencies in North America.
ITIS has previously collaborated with Delcan to establish the initial North
American CFVDTM project in Baltimore (Maryland, USA). The CFVDTM technology,
developed by a subsidiary of ITIS based in Israel, generates real time traffic
flow information based on anonymously sampling the positions of mobile phones in
moving vehicles.
One of the challenges for ITIS has been to satisfy the demand for CFVDTM in
North America without incurring the cost of an expensive business development
and operational infrastructure. Working with Delcan will enable us to access the
public agencies, such as State Departments of Transport in a cost effective and
rapid manner, many of whom Delcan already work with. Under the terms of the
agreement, Delcan will receive certain commission payments dependent on the
contract size and their level of involvement.

ABOUT CFVDTM
CFVDTM was developed by Israel based Estimotion Inc. which was founded in July
2000 and was acquired by ITIS in December 2003.
CFVDTM is patented technology which provides a unique and high quality system
for measuring and forecasting real time traffic flow based on anonymously
sampling the positions of mobile phones. Whilst an individual record of a mobile
phone's position is typically less accurate than a corresponding GPS record,
this is compensated by the large number of mobile phones on any road, knowledge
of the underlying road network and the application of statistical techniques.
ITIS has developed full working sites, using live mobile phone data in the Tel
Aviv area of Israel, Antwerp in Belgium and in Baltimore and has successfully
calibrated the results against traffic simulation models and loop data.
ITIS has a US patent with 149 claims for this technology which complements the
US patent 'Instantaneous Traffic Monitoring System' which the company acquired
on 1 November 2002.
