Estimotion Technology chosen for traffic collection in Antwerp
ITIS Holdings plc (ITIS), a leading UK road traffic information specialist are
pleased to announce that they have agreed to work together with The Government
of Flanders, and Proximus, the major mobile network operator in Belgium, to
install a new traffic collection technology for measuring real time traffic flow
based on anonymously sampling the positions of mobile phones in moving vehicles.
This will be the first ever implementation of a traffic probe data system in
Belgium and the project will utilise the Estimotion technology acquired by ITIS
in December 2003. The overall project management is facilitated by the
Telematics Cluster, the leading ITS association in Belgium.
Today most traffic data is available in those areas where loops and cameras are
installed which tends to be on highways and ring roads. The Estimotion
technology will report accurate traffic data on the underlying road network, at
road works and where the loops and cameras do not work. It also has the ability
to provide travel time information on the busiest parts of the road network.
The project intends to demonstrate the advantages of the new approach for
traffic management and traffic information and the technology will be tested in
the Antwerp region.

For achieving this, a system of dynamic traffic management had to be developed.
A first major step towards dynamic traffic management was the founding of the
TCC Flanders, which monitors and manages traffic on the Flemish road network,
and produces traffic information.
The TCC Flanders will participate in this project on behalf of the Government of
Flanders. Its principal tasks will be to validate the FCD data, to investigate
the possibility of incorporating this data in the produced traffic information,
and to map traffic flows.

• Estimotion, Inc. was founded in July 2000 and was acquired by ITIS in
December 2003. Estimotion is now ITIS Traffic Services ltd based in Israel.
Estimotion has developed patented technology which provides a unique and
high quality system for measuring and forecasting real time traffic flow
based on anonymously sampling the positions of mobile phones. Whilst an
individual record of a mobile phone's position is typically less accurate
than a corresponding GPS record, this is compensated by the large number of
mobile phones on any road, knowledge of the underlying road network and the
application of statistical techniques. Estimotion has developed a full
working demonstration site with high success, using live mobile phone data
in the Tel Aviv area of Israel, and has calibrated the results against
traffic simulation models and loop data.
• The Telematics Cluster accelerates the use of intelligent telematics
solutions in the area of traffic management, mobility and logistics. The
Telematics Cluster counts more than 50 members today. The members of the
Telematics Cluster form a unique platform, representing all stakeholders of
the business: users, technology suppliers, governments and knowledge
institutes. The Telematics Cluster actively stimulates the collaboration of
private companies with regional, national and European governments for the
implementation of Intelligent Transport Systems (ITS). The Telematics
