PREFERENCE DIVIDEND

This is to confirm that at a meeting of the Board of Directors held on the
13th October 1999 the following resolution was passed:

To pay on the 4th January 2000 a preference dividend of 3.75p per share on the
7.5p (net) convertible cumulative redeemable preference shares for the half
year to 25th December 1999 to shareholders on the register at the close of
business on the 3rd December 1999.

The ex dividend date is 29th November 1999.
