APPOINTMENT OF NON-EXECUTIVE DIRECTOR



Land Securities PLC announces that David Rough has been appointed to the Board
as a non-executive Director with effect from 2 April, 2002.



David, (51), was Group Director (Investments) of Legal & General Group Plc until
31 December last year when he stepped down before retiring from Legal & General
at the end of June 2002.  As Group Director (Investments) David headed all
aspects of fund management within Legal & General Investments.



David joined Legal & General Investments in January 1989 as U.K. Equities
Director.  Later that year he was promoted to Senior Director, Investments.
The following year he became Managing Director (Securities), a position he held
until June 1991, when he succeeded David Prosser as Group Director (Investments)
and also became a main board Director of Legal & General Group.



Commenting on the appointment, Land Securities' Chairman, Peter Birch, said 'We
are delighted that David has agreed to join the company, bringing with him a
wealth of experience and a sharp appreciation of shareholder value.'



David Rough added, 'Land Securities has always been a soundly run company, and
more recently it has demonstrated its intention to grasp the opportunities that
today's property markets are offering.  The Company is embarking down an
exciting path and I am delighted to be taking part in this journey.'

David Rough has a First Class Chemistry degree from East Anglia University.  He
joined the Royal Insurance in 1972 rising rapidly through the organisation's
ranks from being Manager of Unitised Pension Funds in 1978 to Investment
Manager, Royal Insurance in 1982.  In 1985 he assumed the responsibility of
Investment Manager for the much larger Royal Life Investment Division before
moving to Legal and General.



David is married with one child and is a Fellow of the Chartered Institute of
Insurers.
