Regulatory Matters

Legal & General Group PLC 21 November 2003 Stock Exchange/Press Release 21 November 2003 Legal & General Group Plc Regulatory Matters The Board of Legal & General Group Plc ('Legal & General') announces that Legal & General Assurance Society Limited has today referred to the Financial Services & Markets Tribunal a Decision Notice issued by the FSA in relation to the sale of a small proportion of its mortgage-related assurance policies issued between 1997 and 1999. Legal & General, after careful consideration and on legal advice, disagrees with both the decision reached by the FSA and the process by which it was reached. Accordingly, Legal & General has taken the first opportunity allowed by the FSA's process to have the matter heard independently. Legal & General is committed to the fair treatment of all its customers. The FSA is satisfied that Legal & General is taking the appropriate steps to ensure that relevant policy holders are receiving all the information that they need to make a complaint if they believe they have the grounds for doing so. Reserves set up at 30 June 2003 are believed to be sufficient to meet any proper claims. Under the Financial Services & Markets Act 2000, the terms of the Decision Notice remain confidential and may not be published. Neither the FSA nor Legal & General will make any further statement on this matter until it comes before the Tribunal.
