                        Appointment of Finance Director

The board of Morgan Sindall plc is pleased to announce the appointment of David
Mulligan (aged 34) (ACA, AMCT) as Finance Director with effect from 1 April
2004.

David has been Group Financial Controller of Morgan Sindall since 1997.  Prior
to this David held positions at Smiths Group Plc and Ernst & Young.

John Bishop, Finance Director will remain on the Board reverting to his original
role of corporate development director as well as ensuring continuity and
support in handing over to David.

David Mulligan does not presently hold any external directorships.

John Morgan, Executive Chairman of Morgan Sindall, said:

'I am delighted with the appointment of David Mulligan as Finance Director.
This role is a natural progression for him and logical evolution for the
company.  This appointment ensures a smooth transition to maintain the current
momentum within the business.'
