RBS SUBSIDIARY SELLS RURAL BRANCH NETWORK IN UPSTATE NEW YORK

London, 25th June 2008 - Citizens Financial Group, a wholly owned subsidiary of The Royal Bank of Scotland Group ('RBS') has today announced the sale of 18 small rural branches in upstate New York with gross assets of $631 million. Community Bank System, Inc. (NYSE, CBU) have acquired the assets.
