Response to Press Comment

The board of OTC has noted the press comment over the weekend with regards a
possible fundraising by the Company and can confirm that it is in the final
stages of completing such an exercise.


It is the current intention of OTC to announce details of a proposed fundraising
along with its preliminary results for the year ended 31st October 2003, on 16th
December 2003.
