On 17th October, 2003, Panther Securities announced the terms of an offer for
Oakburn Properties Plc.

Under Rule 2.10 of the City Code on Takeovers and Mergers the Company confirms
as follows;

   •the Company has 17,023,866 Ordinary Shares of 25p each in issue and
    admitted to the Official List under the ISIN Code GB 0005132070.

   •the Company has no options over ordinary shares of 25p each.
