2023 Lobbying Disclosure Act revenue rankings
Public Policy Holding Company, Inc., the government relations and public affairs group of companies providing a comprehensive range of advisory services, has been recognised as the top federal lobbying agency in the US in 2023, with its federal lobbying firms collectively reporting $68.3m of disclosed revenue.
The sustained strong performance by PPHC represents a continuation of its run at the top of the LDA rankings, which it also topped in 2022 and for each quarter of 2023. PPHC's $68.3m in disclosed revenue is an increase of 3.6% over its performance in 2022, when it reported $65.9m in disclosed revenue.
The growth achieved in 2023 shows the resilience of PPHC and its firms throughout varied conditions for Lobbying services, given it was achieved in a year that included challenges resulting from the delayed formation of the majority leadership in the House of Representatives in the early part of the year.
While contributing to Group-wide growth, PPHC's three contributing federal advocacy firms - Forbes Tate, Crossroads Strategies and Alpine Group - each reported growth within the rankings and maintained their individual positions inside the top 20.
Forbes Tate, #11th on the rankings, delivered $25m (vs. $24.4m in 2022) at growth of 2.5%; Crossroad Strategies, #12th on the rankings, delivered $24.8m (vs. $23.6m in 2022) at growth of 5.1%, representing the strongest performance of the three PPHC firms; and Alpine Group, #17th on the rankings, delivered $18.5m (vs. $17.9m in 2022), at growth of 3.4%.
PPHC's firms went from strength to strength in 2023, not only retaining the #1 spot in all four quarters but also showing consistently strong performances in each quarter; they collectively reported federal lobbying revenue of $16.7m (Q1), $17.1m (Q2), $17.3m (Q3) and $17.2m (Q4).
LDA revenue is not reflective of each of the three operating companies' revenue performance for 2023 and therefore does not represent their total contribution to overall Group revenue. The performance does however show the inherent quality of PPHC's operating companies, which continually deliver top performances and consistently win industry awards, and employees, who gain significant recognition for their achievements.
The LDA applies to any entity or individual that lobbies at the federal level above certain thresholds and imposes registration and reporting obligations to ensure transparency. Disclosures under the act are publicly available and the rankings are released quarterly.
Stewart Hall, CEO of PPHC, commented:
"Last year was not straightforward in terms of the provision of lobbying services, so to have maintained the top spot in the whole year while each of our three contributing firms delivered solid federal lobbying growth is no mean feat. It is a testament to the quality of our operating companies and our excellent people. PPHC continues to be very well positioned to capture the broader growth of the sector, with clients able to benefit from the great depth of services that we provide across a number of geographies and in a wide variety of economic segments."
