                    ROLLS-ROYCE APPOINTS NEW BOARD MEMBER



Rolls-Royce plc today announced the appointment of Dr Michael Howse OBE as an
executive director and Director - Engineering & Technology, with effect from
18 October 2001.

Dr Howse will succeed Philip Ruffles, who will retire as an executive director
at the end of October 2001.

Dr Howse joined Rolls-Royce in 1968 and has held a variety of positions within
Engineering, including Chief Development Engineer RB211 Developments, Head of
Advanced Engineering for the Aerospace Group, Director of Engineering &
Technology - Civil Aerospace and Deputy Director - Engineering & Technology.
