REGULATOR REWARDS DAA

Ryanair Holdings PLC 30 July 2007 AVIATION REGULATOR REWARDS DAA WASTE AND OVER-SPENDING CAR AGAIN FAILS TO REDUCE EXCESSIVE CHARGES AT DUBLIN AIRPORT Ryanair, Ireland's largest airline today (Monday, 30th July 2007) criticised the latest failure by the Aviation Regulator to stop the waste and over-spending at Dublin Airport. The Commission's latest decision not to increase the cap on Dublin Airport charges until 2009 allows the DAA's high charges at Dublin Airport to continue. This is encouraging the DAA to waste vast sums of money, unnecessarily, in the knowledge that they will eventually (in 2009/2010) recover this over-spending in the form of high and increased passenger charges. The only way to avoid these higher charges is to restrain the DAA's current excessive spending. Yet again, the spineless Aviation Regulator has ducked this issue. Criticising today's decision, Ryanair's Head of Regulatory Affairs, Jim Callaghan said: 'The waste at Dublin Airport has now reached out of control proportions. 1. •This weekend the DAA have confirmed that they wasted almost €47m on 'outside consultants' last year. This is equivalent to the DAA's annual underlying profit. They made a profit of €50m in 2005, yet they wasted almost all of this amount on consultants in 2006. 2. •More recently Declan Collier, the DAA's Chief Executive, has confirmed that they plan to spend 'about €450m' upgrading and refurbishing Terminal 1, while at the same time the DAA admitted to An Bord Pleanala that they intend to reduce the capacity of Terminal 1 by 40% from 25m passengers p.a. to 15m passengers p.a. in order to comply with planning limits. Only in the crazy world of the DAA regulated monopoly would any company spend €450m on a terminal building whose capacity they intend to cut by 40%. 'These continuing examples of wanton waste by the DAA monopoly are proof that the Aviation Regulator is hopelessly failing to protect the reasonable interests of users, because it is inevitable that this waste and overspending will ultimately get passed on to Dublin Airport passengers in the form of much, much higher charges. 'Ryanair is again calling on the Aviation Regulator to stop wasting time. It is about time he took measures to stop the DAA wasting money'. Ends.
