Board Changes

tecc-IS Plc ('the Company'), the AIM listed investment company, has been
informed that Safeland plc ('Safeland'), the fully listed property trading and
investment company, has entered into put and call options to purchase 10,843,250
ordinary shares in the Company (representing 25% of the issued share capital of
the Company) at 9p per share from Andrew Perloff, a director of the Company.
The options are exercisable between 7 April 2003 and 14 April 2003.  After the
exercise of the option, Mr Perloff will retain 2,168,650 ordinary shares in the
Company representing 4.9% of the issued share capital of the Company.  Larry
Lipman (aged 46), Managing Director of Safeland, Errol Lipman (aged 44), an
Executive Director of Safeland, and Daniel Kay (aged 33) have been invited to
join the Board of tecc-IS and such appointments have taken effect from 27 March
2003.  Larry and Errol Lipman have been Safeland directors since its inception
in 1986.  In addition, Larry Lipman is Chairman of Hercules Property Services
Plc and Bizspace Plc., and was formerly Chairman of Safestore Plc.  In 2001
Safeland and Daniel Kay established a joint venture focusing on self storage in
Italy.  Prior to that Daniel Kay was senior vice-president, business
development, at TrizecHahn.



Andrew Perloff and Harold Perloff have today resigned from the board.  Michael
Edelson and Emma Edelson, founder directors of the Company, have also retired
today from the board.  Larry Lipman has been appointed as the chairman of the
board of directors of the Company.



Andrew Balcombe, David Cohen and Joseph Riback will remain on the Board.
