              UTILITY SERVICES DIRECTOR APPOINTED

Allen  Plc,  the  construction services group,  has  appointed
Michael  Rowan as Managing Director of their Utility  Services
Division.   His key role will be the operational and strategic
development of this core area.

Michael  Rowan, aged 52, a civil engineer, has been Commercial
Director  of  the Transmission & Cabling business  of  Balfour
Kilpatrick  Limited  for the past three years  having  held  a
number  of  senior management positions within Balfour  Beatty
since  joining  group in 1990.  In association  with  his  co-
directors, he was responsible for the profitable operation  of
the business for major clients in the utilities sector.

He  started  his  career as a graduate engineer  with  Redpath
Dorman  Long in 1970 before moving to Australia in 1978  where
he  worked for J F Thompson Pty in Melbourne, Eagle and  Globe
Steel  Limited, and Electric Power Transmission Pty in Sydney.
He  returned  to the UK in 1990 joining Balfour  Beatty  Power
Construction Limited where he was appointed Commercial Manager
in 1991.
