Debt Issuance


Standard Chartered PLC ('SCPLC') announces that it has issued EUR750,000,000
4.875 per cent. Notes due 2011 (the 'Notes').

The Notes have been issued under SCPLC's Debt Issuance Programme, and are rated
A3/A/A+ by Moody's, Standard & Poor's and Fitch, respectively. Application has
been made for the Notes to be listed on the Official List of the UK Listing
Authority and admitted to trading on the Regulated Market of the London Stock
Exchange.

The Final Terms dated 7 March 2008 relating to the Notes have been filed with
the UK Listing Authority and are available for viewing.
