                           T CLARKE CHAIRMAN REPORTS

                          IMPROVED PERFORMANCE AT AGM



Speaking at today's Annual General Meeting, Russell Race, Chairman of T. Clarke
plc, ('T. Clarke') the Electrical engineering and contracting company, will make
the following comments:

' Looking back, 2002 proved to be a remarkable year for the Group. We reported
both a record level of work completed and profit. However, at the start of 2003
the outlook for the year ahead of us was uncertain. We reported that there was a
slow down of new orders in the commercial construction market and that
consequently our financial performance would be affected adversely.

' I am delighted to report today that the Group has made excellent progress in
the first four months of the year. We have been awarded a number of major
long-term contracts with blue-chip clients across a number of sectors. These
include a major scheme with the BBC in central London and work on the new Stock
Exchange building in Paternoster Square.

' Our regional businesses are continuing to perform very well. The mix of
private sector and public sector work is encouraging and we are continuing to
invest the resources in these businesses to nurture their organic growth.

' We have stated in the past that we are keen to continue the growth of the
Group by acquisition. We have considerable resources available to us, which
allow us the flexibility to move quickly should suitable opportunities arise. I
can report today that we are in detailed negotiations for one such acquisition
and, I am confident that we will be able to report further progress in due
course.

' The Group has made a pleasing start to the year and the order book is looking
much healthier. Due to the improved financial performance, the Group is likely
to exceed the current market expectations for the full year. I would also like
to take this opportunity to thank all of our staff for their continued
dedication and hard work and our shareholders for their continuing support for
the Group.'
