                                 AGM STATEMENT

Since the beginning of the current financial year, we have opened a further
primary site in Preston and satellite branches in Lincoln and Leicester.  It
remains our intention to open two further primary sites and four satellite
branches during the financial year.

On the 9th August 1999 we announced a deal with Europcar, one of the leading
car rental companies in the United Kingdom with 120 sites, under which
Europcar has outsourced to us the commercial vehicle requirements of their
customers.  We hope to build on this transaction and extend it to other car
rental companies.

Our fleet has grown by 2000 units to 28,500 vehicles since the year end with
utilisation currently at 90%.  Demand continues to be strong and, while hire
rates remain very competitive, trading is in line with expectations.

Shareholders will vote today on the change of name of your company to
Northgate plc.  If the resolution is passed the name change is expected to be
effective as from Monday 20th September 1999.
