International Brand Licensing Plc ('IBL') today announces the resignation of
its Finance Director, Mark Kirkland, who leaves the Company to pursue other
interests.

The Company is pleased to announce the appointment of Paul Foulger as Finance
Director, with immediate effect. Mr. Foulger has considerable public and
private company experience and, most recently, acted as Finance Director in the
significant reversal of FirstAfrica Oil Plc into Financial Development
Corporation Plc. Previously Mr. Foulger worked in the publishing industry with
HarperCollins Publishers Ltd (part of News Corp) and was subsequently Finance
Director at Elsevier Science Ltd (a subsidiary of Reed Elsevier plc). Earlier
this year Mr. Foulger led a management buy-out of previously quoted financial
communications group Hansard.

Additionally the Company announces that Adam Reynolds, currently a
Non-Executive Director of the Company has now been appointed Non-Executive
Chairman.

IBL Chief Executive, Tony Hutchinson, commented: 'We are delighted to welcome

Mr Foulger is currently interested in 20,000 Ordinary Shares of 1p each in IBL
representing 0.06% is the issued share capital of the Company.
