The Company was notified that on 18 November 2003 Mrs Elizabeth Russell, a
connected person to Mr Stephen Russell, purchased 88 ordinary shares in the
capital of Barclays PLC at a price of 485.15p per share to be held within her
Self Select PEP.

Following this purchase, Mr Russell holds a beneficial interest in 10,609
ordinary shares in the capital of Barclays PLC.
