   NON-EXECUTIVE DIRECTOR RESIGNS FROM THE BOARD
   
   LONDON - Thursday, 1 November 2007                                         

   Cardinal Resources plc (AIM:CDL) ('Cardinal' or 'the Company'), the
   independent oil and gas exploration and production company operating in
   Ukraine, has announced that the Board of Directors received the
   resignation on 29 October 2007, effective as of that date, of Jonathan C.
   R. Morley-Kirk, as a non-executive director and the chairman of the audit
   committee.

   and wish him well in all his future endeavours,' said Chairman and CEO of
