City of London Police concludes PECS investigation
19 December 2014
Serco Group plc (Serco), the international service company, notes the announcement being made today by the City of London Police that it has concluded its investigation into the Prisoner Escort & Custody Services (PECS) contract.
The PECS contract has a key performance measure known as 'DRACT' - 'Designated Ready and Available for Court Time'. In August 2013 the City of London Police were asked to investigate if Serco staff had been misleadingly recording prisoners as ready for court when they were not. The City of London Police conducted an extensive investigation. The Crown Prosecution Service has accepted the City of London Police's view that there was no evidence to support bringing charges against staff or Serco. The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT contract requirement by senior Serco management or at the board level of the company. As a result, the City of London Police will not be continuing with its investigation.
