             Joint Venture Strengthens Presence in South-West China


Scott Wilson Group plc ("Scott Wilson" or "the Group"), the international
consultancy offering integrated professional services in the transportation,
property, environment and natural resources sectors today announces a strategic
joint venture with the Chongqing Communications Planning Survey & Design
Institute in South-West China.

The joint venture, Chongqing Scott Wilson, will capitalise on the combined
strength of the two organisations and create additional business opportunities
across the region. Established in 1984, the Design Institute is a premier
service provider for the study, design and implementation of comprehensive
transportation infrastructure. This will compliment Scott Wilson's strong
reputation in China for the planning, design and construction of property
developments; environmental services; power and energy, mining and water and
wastewater services.

Scott Wilson has a strong presence in China operating in virtually every
province and municipality since the mid-1980s. It now employs over 900 members
of staff in the region, currently working on a number of high profile
international projects. The new Chongqing office is Scott Wilson's ninth in
Greater China, with other major centres in Shanghai, Beijing, Hong Kong,
Tianjin, Nanjing, Guangzhou, Shenzen and Zhengzhou. The office in Chongqing will
benefit from its location within the key industrial centre and logistics hub for
South-West China.

Commenting on today's announcement, Geoff French, Executive Chairman of Scott
