Publication of Circular and Notice of General Meeting

Starcrest Education The Belt & Road Limited (LSE: OBOR), the international developer and operator of education services in Europe, announces that a circular regarding the Company's intention to change its name from "Starcrest Education The Belt & Road Limited" to "Starcrest Education Limited" has been posted to Shareholders and will shortly be published on the Company's website, https://www.starcresteducation.com . The circular contains the notice convening the Extraordinary General Meeting to be held at 9.00 a.m. on 28 September 2021 at 55 Baker Street, London W1U 7EU, the Form of Proxy and the special resolutions to be considered .

The Company initially had a strategic focus on opportunities in the Chinese education sector. However, the Company's international strategy has been constrained by the measures imposed in response to the COVID-19 pandemic. Accordingly, the Company now intends to provide premier education services and products in the UK and Europe. The Board believes that the proposed name better reflects the Company's new strategic focus.

Please be advised that any member entitled to attend and vote at the Extraordinary General Meeting shall be entitled to appoint another person as proxy to attend and vote on their behalf. The instrument appointing a proxy shall be signed or, in the case of a transmission by electronic mail, electronically signed in a manner acceptable to the chairman of the meeting. For a proxy appointment to be valid, your appointment must be received by the Company no later than 9.00 am (GMT) on 26 September 2021.
