CAA PUBLISHES CONSULTATION DOCUMENT ON REGULATORY TREATMENT OF INITIAL
EXPENDITURE ON NEW RUNWAY CAPACITY


The CAA has published today its proposed approach for taking preliminary
spending on an additional runway at Stansted into account in setting the price
caps on airports charges at future regulatory reviews, which will apply to
charges from 2008 onwards.  This involves a technical adjustment to the
regulatory asset base for Stansted Airport.  It does not affect the broader
approach to airport regulation.

This honours a commitment made in February 2003 at the last review.  Preliminary
spending relates to spending made in the current control period of charges,
which runs to 31 March 2008.
