AIRPORTS PRICE CAPS QUINQUENNIAL REVIEW - DEFERRAL OF PUBLICATION OF CAA
PRELIMINARY CONCLUSIONS

Following the terrorist attacks in the United States on 11th September 2001
and in the light of industry representations, the CAA has decided to defer
publication of its preliminary proposals on regulation at Heathrow, Gatwick,
Stansted and Manchester airports.

The CAA had intended to publish its preliminary proposals at the end of
September 2001. Publication will now be deferred for at least a month. This
delay will have a knock-on effect on the timeline for the review as a whole.
A revised timeline (that assumes that the CAA is able to publish its
preliminary proposals at the end of October) is set out below:



2001



End October               CAA publishes preliminary proposals.

End December              Deadline for written submissions on preliminary
                          proposals.


2002


January                   Oral presentations from industry participants.

End February              CAA refers airports to the Competition Commission.

End August                Competition Commission reports to CAA.

End September             CAA publishes Competition report and CAA proposals.
